Stream 1 Targets Priority Occupations

Québec issued 37 Stream 1 invitations to candidates in TEER 0, 1 or 2 occupations who had at least 12 months of experience in their main occupation during the previous five years. These candidates needed French at level 7 or higher in both oral skills and level 5 or higher in both written skills. An accompanying spouse, where applicable, needed French at level 4 or higher in both oral skills.

The candidates had to be staying in Québec, hold an eligible Québec diploma and work in one of the listed priority occupations. The occupations included physicists, biologists, certain health occupations, pharmacy technicians, counselling therapists, social and community service workers, early childhood educators and instructors for persons with disabilities. The minimum score for this Quebec Arrima Draw exercise was 634 points.

A further eight invitations went to candidates meeting the same broad language, experience and Québec-presence requirements whose occupations were food service supervisors or chefs. The minimum score for this exercise was 706 points.

The remaining 41 invitations went to candidates meeting the general Stream 1 criteria whose occupations were on a separate priority list. That list included engineering managers, data scientists, cybersecurity specialists, industrial and manufacturing engineers, chemical technologists, occupational health and safety specialists, engineering and technical occupations, aircraft-related occupations, construction trades, mechanics and crane operators. Stream 2 Issues 316 Invitations To Intermediate And Manual Workers

Stream 2 covered candidates whose main occupation was in TEER category 3, 4 or 5. Applicants needed French at level 5 or higher in both oral skills, while an accompanying spouse, where applicable, needed level 4 or higher in both oral skills. These requirements shaped this stream.

They also needed at least 24 months of work experience in their main occupation during the previous five years, including at least 12 months acquired in Québec. The education criteria included a Québec-equivalent high school diploma, a two-year full-time general postsecondary program or another eligible vocational, college or university credential.

Forty-eight invitations went to candidates in priority occupations including medical administrative assistants, medical laboratory assistants, nurse aides, pharmacy assistants, teacher assistants, home support workers and caregivers. The minimum score for that Quebec immigration exercise was 631 points.

Québec also reported an exercise involving between 10 and 15 invitations and additional exercises with counts reported as less than five or through the overall stream total. The official criteria page should be consulted for the occupation lists and score thresholds applicable to each exercise rather than assuming that one minimum score applies to all 316 invitations.

Stream 3 Targets Regulated Professions

Stream 3 issued 110 invitations to candidates who intended to practise a profession appearing on Québec’s list of regulated professions. This was a distinct Quebec Arrima Draw pathway within the round.

The first exercise issued 69 invitations to candidates in TEER 0, 1 or 2 occupations connected to priority sectors. The listed occupations included physicians, surgeons, general practitioners, veterinarians, dentists, pharmacists, psychologists, physiotherapists, occupational therapists, nurses, nurse practitioners, physician assistants, opticians, licensed practical nurses, paramedical workers, medical technologists, teachers, social workers, counselling therapists and early childhood educators.

These candidates needed French at level 7 or higher in both oral skills and level 5 or higher in both written skills. An accompanying spouse, where applicable, needed French at level 4 or higher in both oral skills. The minimum score for the first exercise was 631 points.

The second exercise issued 37 invitations to candidates in TEER 0, 1 or 2 occupations on another priority list, including engineering occupations and selected construction and technical occupations. The minimum score for that exercise was 697 points.

An Arrima invitation does not itself authorize a person to practise a regulated profession. Professional licensing, registration or recognition requirements may continue to apply through the relevant Québec regulatory body, including for Quebec immigration applicants.

Stream 4 Includes Seven Exceptional-Talent Invitations

Québec issued seven invitations under Stream 4 for exceptional talent. This Quebec Arrima Draw stream accounted for the smallest total in the round.

Less than five invitations went to candidates who had received a positive opinion from a Ministère partner in a targeted field and had at least 36 months of experience in their main occupation during the previous five years.

Less than five additional invitations went to candidates who held documentation proving an achievement listed by the Ministère, had education equivalent to a Québec doctorate, including an undergraduate doctorate, and had at least 36 months of experience in their main occupation during the previous five years.

Because Québec reports both exercise counts as less than five, the official page does not establish the exact allocation between the two exercises in this Quebec immigration round.

What The September 24 Round Means For Candidates

The September 24 invitation data shows that Québec separated Arrima selection by program stream rather than applying one universal threshold. This approach is important for understanding the Quebec Arrima Draw.

Occupation, TEER category, French ability, Québec residence, education, work experience and the candidate’s stated intention regarding regulated work affected which stream and exercise could apply to a Quebec Arrima Draw candidate.

Québec also states that the Ministère may apply additional criteria or make criteria more restrictive during an invitation round in response to government priorities and socioeconomic needs.

A candidate who receives an invitation must still submit a complete application for permanent selection and provide documents supporting the information declared in the expression of interest. Other 2026 Arrima Invitations

In addition to the invitations listed for September 24, the Ministère reported that it had invited 17 people since January 1, 2026, under specific provisions of the Québec Immigration Regulation and Québec Immigration Act. These invitations are also part of the broader Quebec Arrima Draw context.

The Ministère also states that individuals who declared a primary occupation requiring permanent residence or Canadian citizenship are excluded from invitation exercises. The listed exclusions include certain police, public-protection and Canadian Armed Forces occupations.
