Ontario PNP has launched a new round of the Regional Economic Development through Immigration (REDI) initiative, giving selected communities another way to support skilled foreign workers seeking permanent residence.

The 2026–2027 REDI initiative operates within the Ontario Immigrant Nominee Program (OINP) and will run until the end of 2027. The initiative allocates nomination spaces to selected partner communities that have demonstrated a critical need for newcomer talent and strong potential for immigration uptake, including economic diversification, employer engagement and settlement services to support newcomer integration.

What Ontario PNP announced about the REDI initiative

The Ontario Immigrant Nominee Program provided the update on October 14, 2026, and Ontario posted the announcement on October 16, 2026.

REDI offers a pathway to permanent residence for skilled foreign workers who want to live and work in a participating community. It is not a separate immigration program with its own independent application process.

For Ontario PNP applicants, the applicable OINP eligibility requirements remain in effect. The Ontario announcement does not remove the requirements that apply to the relevant OINP stream or pathway.

Six Ontario communities are participating

The 2026–2027 REDI initiative includes the following six participating communities and districts:

  • Greater Sudbury/Grand Sudbury
  • Kenora District
  • Nipissing District
  • Rainy River District
  • Renfrew County
  • Thunder Bay

These participating areas are located in Northern and Eastern Ontario and have different labour-market needs, employer bases and settlement-service capacity.

There is no separate REDI application

Applicants do not submit a separate application to the REDI initiative.

Instead, candidates must follow the applicable OINP process and meet the eligibility requirements for the stream or pathway under which they are applying.

The Ontario announcement does not state that every worker with a job offer in a participating community will receive a nomination. Meeting a program requirement may allow a candidate to be considered, but nomination decisions remain subject to the applicable OINP requirements and process.

Applicants should review the relevant OINP criteria before registering an expression of interest or submitting an application.

How REDI fits into Ontario PNP’s redesigned immigration program

The REDI update follows the first phase of Ontario’s 2026 redesign of the Ontario Immigrant Nominee Program.

The Ontario PNP redesign introduced the Ontario Workforce Priority stream as part of that change. The stream includes pathways for workers with job offers in occupations across all National Occupational Classification (NOC) TEER categories, as well as a pathway for eligible self-employed physicians.

The redesign closed eight former streams:

  • Employer Job Offer: Foreign Worker
  • Employer Job Offer: In-Demand Skills
  • Employer Job Offer: International Student
  • Master’s Graduate
  • PhD Graduate
  • Express Entry Human Capital Priorities
  • Express Entry French-Speaking Skilled Worker
  • Express Entry Skilled Trades

Applications submitted following an invitation under a former stream continue to be assessed against the eligibility requirements that were in effect when the application was submitted.

Expressions of interest and job offers registered under former streams that had not resulted in an invitation to apply were scheduled to be withdrawn as Ontario transitioned to the redesigned system. Affected registrants, employers and representatives were to receive a direct notice.

Ontario PNP updated an OWP scoring factor

Ontario PNP separately updated the Canadian work experience: earnings history scoring factor under the Ontario Workforce Priority stream’s expression-of-interest system.

According to the October 7, 2026, program update, registrants who earned $80,000 or more in a single year during the previous five years, as verified through a Canada Revenue Agency Notice of Assessment, will receive 10 points under this scoring factor.

The change was applied automatically to all existing expressions of interest. Existing registrants did not need to make changes or log into the OINP e-Filing Portal for their scores to be updated.

Applicants should check the current Ontario PNP stream materials before relying on any score, eligibility factor or expression-of-interest result.

What skilled workers should check before applying

Workers interested in an Ontario PNP option should first identify the OINP stream or pathway that matches their employment and personal circumstances.

Ontario PNP requirements may address the occupation, job offer, work experience, language ability, education, legal status and employer, depending on the pathway.

Candidates seeking consideration connected to REDI should confirm that the proposed employment is located in one of the participating communities or districts identified by Ontario.

Employers may also need to meet separate business and employment requirements under the applicable OINP process. Applicants should retain documents supporting their work history, education, language results, status in Canada and employment details.

A nomination from Ontario is not the same as permanent residence approval. After receiving a provincial nomination, the candidate must complete the applicable federal permanent residence process with Immigration, Refugees and Citizenship Canada.

What the 2026–2027 REDI launch means for employers

The initiative is intended to allocate nomination spaces to selected communities that have demonstrated a need for newcomer talent and the capacity to support newcomer integration.

Employers should not assume that participation in REDI removes the normal OINP requirements for a job offer, employer or nomination application.

Employers supporting a candidate should review the requirements for the applicable OINP stream or pathway and prepare the required evidence.

What applicants should do next

Applicants interested in an Ontario PNP pathway should monitor the official OINP pages for stream requirements, expression-of-interest instructions and future updates.

They should verify whether their occupation, job offer, employer and intended community meet the requirements in force when they apply.

People who already have an OINP expression of interest should review any score update or direct notice issued through the program’s systems.

The REDI initiative creates a regional focus within Ontario’s nominee program, but it does not guarantee an invitation, nomination or permanent residence outcome.

Ontario states that REDI has no separate application process and that applicants must meet OINP eligibility requirements. The federal government confirms that provincial nominees must subsequently apply to Immigration, Refugees and Citizenship Canada for permanent residence.
